I'm trying out a new day of the week for meta posting. Thursday keeps getting pushed to Friday and Friday is the day a number of other meta puzzles are published. So let's try Tuesday, with a Friday deadline...

The answer to this week's meta is a fictional monarch EDIT: This puzzle has given solvers some difficulty so I am providing extra hints below.
The answer is a fictional monarch from television.
1) The penguin picture is not relevant to the answer.
2) The meta answer can be derived from five entries.
3) Three of those entries will help solvers determine the monarch's title.
4) The other two will help solvers determine the remainder of the monarch's name.
